    I interpreted it simply as “the badger is reaching to move” hence “white to move.”

      To reach that board state and have had the rook captured would require some really unhinged play, and given the rook is tilted differently to the captured pieces I assumed it was being moved

        Yeah, I totally see where you are coming from. For me, the rook was merely standing at the side of the board. You interpreted, that the badger actually holds it in their paw. Which is an absolutely valid assumption.
