Well, first off, Aarakocra are a fantasy race so what they can and can’t say is a bit loosey goosey to begin with. But if you want to use realism, they could likely still make those sounds. Ravens can. Parrots can. A multitude of birds can and none of them have lips.
Aarakocra don’t have lips & couldn’t make “m”, “p” & “b” sounds.

Not reality, that’s in the canon description of them for Dark Sun, but do go on.
You’d think that, but you’d be wrong. Birds can make a lot of sounds that should be impossible, for example this raven likes to say boop
