I was browsing the fediverse explorer and did not find lemmy.ml in the instances list.

First, practically speaking, do you run that site or have some ability to modify it?

I don’t, which is why I linked to th e Github issues and suggested that someone opened an issue. Nobody did so far, but the 0.19.4 issue impacted another https://github.com/maltfield/awesome-lemmy-instances/issues/46
